What is Vision 2030?
Vision 2030 is Saudi Arabia’s long-term plan to diversify its economy beyond oil, opening the Kingdom to international investment, tourism and business on an unprecedented scale. Since its launch in 2016, the programme has driven the development of dozens of giga-projects spanning tourism, entertainment, urban regeneration and advanced industry.
The Public Investment Fund (PIF), the Kingdom’s sovereign wealth fund, sits at the centre of this transformation — backing many of the developments below and growing its assets under management nearly sixfold since 2016, with a longer-term target of more than $2.6 trillion by 2030. Non-oil sectors now account for over half of Saudi Arabia’s real GDP, a milestone that reflects how far the diversification agenda has progressed.
For real estate investors, this shift translates into new cities, new districts and new demand — much of it still in its early stages.
NEOM
Overview
NEOM is Saudi Arabia’s flagship development in the Kingdom’s northwest, evolving into a hub for advanced industry, clean energy and tourism. Its anchor components include Oxagon, an advanced manufacturing and green hydrogen hub; Trojena, a mountain tourism destination; and Sindalah, a luxury island retreat.
Why it matters for investors
- Growing demand for accommodation and hospitality as Oxagon’s industrial base and Trojena’s tourism infrastructure expand
- Early positioning on a landmark Red Sea coastline as later-phase residential and hospitality assets reach market
- Direct exposure to Saudi Arabia’s push into advanced manufacturing, logistics and clean energy
Qiddiya
Overview
Qiddiya, in the Tuwaiq Mountains west of Riyadh, is being developed as a large-scale entertainment, sports and culture destination. Six Flags Qiddiya City opened at the end of 2025, with further attractions — including a Formula 1-standard circuit and a new stadium — under construction.
Why it matters for investors
- Residential communities planned within Qiddiya’s masterplan for a future permanent population
- Strong early visitor momentum, with tens of millions of annual visits targeted by 2030
- Rising hospitality and retail demand building around an already-operating entertainment core
The Red Sea Project & AMAALA
Overview
Red Sea Global’s luxury tourism destinations along Saudi Arabia’s west coast include The Red Sea and AMAALA. Since welcoming its first guests in 2023, the destination has grown to multiple resorts operated by brands including Six Senses, St Regis, The Ritz-Carlton Reserve and Four Seasons, with branded residences available alongside them.
Why it matters for investors
- Branded residences at Shura Island offer direct ownership alongside five-star hospitality operators
- An already-operational destination, not a future concept — multiple resorts are trading today\
- International connectivity via Red Sea International Airport, with routes to Dubai, Doha and Europe
ROSHN
Overview
ROSHN is Saudi Arabia’s national community developer, backed by the PIF, building integrated residential neighbourhoods across the Kingdom. Its flagship SEDRA community in northern Riyadh already houses thousands of families, alongside developments including ALAROUS in Jeddah.
Why it matters for investors
- Directly supports the Kingdom’s target of 70% Saudi home ownership by 2030
- Active sales and private-sector partnership programmes already under way
- A range of housing types, from apartments to villas, across established, amenity-rich communities
Diriyah Gate
Overview
Diriyah Gate is a heritage-led lifestyle destination on the edge of Riyadh, centred on the UNESCO-listed birthplace of the Saudi state. The project combines cultural attractions, hospitality and residential districts, with billions of dollars of construction currently under way.
Why it matters for investors
- Prime positioning next to central Riyadh with strong long-term capital growth potential
- Cultural and heritage tourism driving year-round visitor demand
- A mixed hospitality and residential offering suited to both lifestyle buyers and investors
New Murabba
Overview
New Murabba is planned as a new downtown for Riyadh, anchored by The Mukaab, a landmark cube-shaped structure. The masterplan includes over 100,000 residential units alongside hotels and retail space, delivered in phases over the long term.
Why it matters for investors
- One of the largest planned urban developments globally, offering ground-floor access to a future city centre
- A diverse mix of residential, hospitality and retail assets across the masterplan
- A long-term investment horizon suited to patient capital seeking exposure to Riyadh’s expansion
Our Team
Victorstone
- Our agents are self-employed and personally invested in getting you the right outcome — they work harder for you and are available outside normal working hours, including evenings and weekends
- With offices in London and Riyadh, our team has direct, on-the-ground access to Saudi Arabia’s Vision 2030 pipeline, not just a distant head office
- They are only rewarded when your investment is successfully placed, so their priority is finding the right opportunity for you, not the quickest sale
Traditional Agencies
- Most agents are salaried, work fixed office hours, and have little first-hand exposure to Saudi Arabia’s giga-project market
- Typically reliant on a single local market, with no dedicated international team to call on for Vision 2030 opportunities
